This is the single most common version of the question, so it’s worth its own answer. The trap is treating them as either/or when they’re really a sequence.

If your website is genuinely broken (confusing, slow, hard to use on a phone, or missing the pages people actually search for), fix that first. Doing SEO to send more people to a site that turns them away is like buying ads for a store with the lights off.
